02 — For owners who have not hired an IOR before

What an Inspector of Record actually does.

On healthcare construction under HCAI jurisdiction, the Inspector of Record is not the contractor's inspector and not the architect's. The IOR works for the owner and answers to the state.

The job is continuous, not periodic. An IOR is on site through the work, verifying that what gets built matches the approved documents, and writing the record that the state relies on when it certifies the building safe to occupy. If that record is wrong or thin, occupancy stalls.

A problem caught at submittal costs a phone call. The same problem caught at closeout costs a schedule.

A good IOR is a trusted advisor to everyone on the job — owner, design team, contractor, and regulator — and is part of the solution rather than part of the problem.
